Hotbar Switch is a mod for Minecraft that allows you to quickly switch which row of inventory is displayed in the hotbar. It can be configured to use a hotkey to switch between the first two rows of inventory, but you can change this in the config file. It also includes a reset button to reload the configuration file.
A config file is created after running the game once with this mod, so you can adjust the config values by editing this file using a text editor or in-game using the Config Manager.
